Cell Phones:
Fulton County School Boardpolicy states
Rule 1. Disruption and Interference with School
A student shall not:
g. use, display, or turn on a pocket pager, cellular telephone or other personal electronic communication device on school property, except for middle and high school students who may use such devices on school grounds before or after the regular school day. Elementary students are prohibited from possessing cellular telephones at any time. No such devices may be used at any time on school system operated vehicles, or during an emergency drill or evacuation. These limits on the use of personal communication devices do not apply to students whose special needs require the use of such a device to enhance speech or hearing. Students who are found with such devices in the "on" position, in use, or displayed except as permitted above, shall have the device confiscated by the school administrator. See Rule 18, below, for specific rules relating to use of electronic equipment and other items while on the school bus. For RMS the school day is 8:55 a.m. until 3:55 p.m. daily.
Recently, we have experienced a rash of incidents where students had cell phones out in class. We know that almost every student now carries a cell phone and that is not a problem if they follow the rules and expectations. Many students have been discovered sending or receiving text messages, checking text messages, taking pictures or other activities. This is strictly against district and school rules. There is no reason for students to be using their cell phones during the school day. There are phones available for student use in the front office and if student is ill there is a phone in the clinic. All student cell phones must be kept in their hall locker. In the event a student has PE at the end of the day, the cell phone must be kept in the PE locker.
The distraction cell phones are creating for the educational environment is tremendous. We have worked through situations where inappropriate content was being exchanged as well as intimidating or bullying emails have been sent. Additionally, there have been some instances of theft. These recent developments have resulted in the following local school intervention regarding cell phones:
- 1st offense – phone confiscated, parent contact/conference, one public detention
- 2nd offense – phone confiscated, parent contact/conference, two public detentions or consequence to be determined by student’s placement on the discipline cycle
- 3rd offense – phone confiscated, parent contact/conference, In-school suspension for insubordination/failure to follow school rules or other consequences as warranted by the discipline cycle.
RMS does not assume responsibility for damaged, lost, or stolen cell phones for failure to adhere to the above policy. In the case of theft, the school will not conduct an investigation for failure to adhere to policy.
Electronic Devices: Electronic devices such as ipods, mp3 players, and video games (PSP, Ninteno, etc.) shall not be brought to school. The school uses the same intervention for cells phones in regards to electronic devices.
